Who belongs

The members of the Green Card system are the national Bureaux created in the 48 member countries, which are recognised by their national authorities and ensure that the system operates properly. They all belong to a non-governmental international organisation called the Council of Bureaux (CoB), which has its secretariat in Brussels (www.cobx.org). The Bureau Central Français is the French Bureau (Article R421-1 of the Insurance Code).

Role of the members

The role of each Bureau is to manage and settle claims resulting from accidents:

  • caused on its territory by vehicles registered in other countries;
  • caused in other countries by vehicles registered on its territory.

The Bureaux also supervise the issue of international insurance certificates, more commonly known as Green Cards, by the insurance undertakings belonging to the national Bureau in each market.
